据有关专家分析，我国的温室气体排放量居世界第二位；水土流失面积达356万平方公里，占国土面积的37．1％；沙化土地面积达约100万平方公里，且仍在继续增长。另外，森林覆盖率仅达到18．21％，草地退化面积达2／3。全球1121种濒危物种中，我国就占有190种。据统计，在全世界144个国家的主要资源人均占有量排序中，我国都比较靠后。土地、耕地、森林等均排在第100位以后，淡水资源量排在第55位以后。在矿产资源中，石油、天然气、铜和铝等重要矿产资源的人均储量，仅分别相当于世界人均水平的8．3％、4．1％、25．5％和9．7％。

我国环境问题的主要特征是：污染物排放量极大超过环境承载能力，环境污染十分严重；生态环境在建设的同时，又遭受破坏，且范围在扩大；原有的环境问题尚未解决，新的环境问题又在产生。可以说，发达国家在工业化过程的一两百年中分期产生、分期解决的环境问题，在我国近20年的发展中集中地呈现出来。

目前我国已进入经济增长的加速时期，但粗放式增长方式使我国的资源、环境状况与经济增长之间的矛盾进一步加剧。

构建与环境的新型关系

中国现代化进程应以独特的“后发优势”解决发展的“瓶颈”问题，它涉及发展的理论、模式、政策、机制以及伦理体系、公众心理等层面的内容。从根本上说，则是要重新达成人与环境之间的更高和谐状态。

1．落实科学发展观的具体要求。科学发展观提出的基本原则是：坚持统筹兼顾，坚持以人为本，树立全面、协调、可持续的发展观，促进经济社会和人的全面发展。而基本要求具体包括了“五个统筹”。可以看到，科学发展观不仅高度强调可持续发展，而且也高度重视人与自然之间的和谐。

从人类文明发展进程来看，可持续发展是一个晚近出现的课题，而作为其基础的环境问题则根源于社会经济运行方式。因此，要解决好环境问题，在根本上取决于以先进的发展观为指导，对社会经济运行方式做出调整与变革。我国要破解发展的“瓶颈”问题，就必须把科学发展观的有关要求加以具体落实。在实际工作层面上，试行绿色GDP的发展评价体系就是一项极其重要的举措。

2．走一条新型工业化道路。我国的现代化正处在起飞阶段，工业化的任务远未完成。在发展模式上，十六届五中全会指出：切实走新型工业化道路。就其特征而言，“资源节约型、环境友好型”是两项重要标准。要达成这个目标的一项前提就是必须在更先进的科技基础上，以信息化带动工业化。高新技术及其运用成为新型工业化道路的必备手段和重要标志。

从战略高度上看，就是要把实现工业化纳入可持续发展的轨道：保护资源和促进环境改善，既成为保证发展的重要手段，同时也成为发展所致力于的一个目标。

3．加强环境保护法律的建立。要实现可持续发展的目标，必须把环境保护作为一项基本国策，并尽快建立和完善相关的法律法规。如果能在经济高速增长的情况下同步地保护好资源和环境，就会极大地减少发展进程的后顾之忧。

根据发达国家的成功经验，这方面的工作包括：从立法角度推进环境保护，推动循环经济模式的法律建设；推动公害治理的法制进程；签订地区性或国际性的环境保护协议。在循环经济理念的基础上建立有效的环境保护工作机制，如建立由政府、企业、社会三个方面组成的垃圾回收处理系统，实现垃圾零排放、资源循环利用。

4．发挥社会团体的能动作用。随着改革开放和市场经济进程的深入，我国的社会结构和管理体制将出现政府、市场、社会三个主要方面共存的格局。在这种背景下，作为社会重要构成要素的社会团体，在社会发展进程中将会扮演独特的角色。对于解决社会发展与环境资源之间的矛盾而言，社会团体往往能起到政府、企业所不能起的作用，成为调节关系与解决矛盾的不可替代的力量。例如，社会团体一方面，可以对政府和企业的工作和生产过程提供促进和监督；另一方面，则可以通过自身的行动引起更广泛的社会关注。

5．在社会文化中建构环境伦理。应该倡导这样的道德观念，即维护生态系统的正常运行正是为了维护人类的根本利益。关爱环境本身就是关爱自己、关爱他人、关爱后代、关爱全人类，它体现了现代人的基本责任。每个人都拥有自身生存和发展的权利，但同时也负有维护和促进他人生存和发展的义务。对人类共有的生态环境造成危害，侵犯他人和后代的生存与发展权利，不论是过度地消费资源，还是随意地污染环境，都是违背伦理的。为此，我们应该在社会文化体系中加强环境伦理的建设，尽快建立保护环境的责任体系。

　一谈起科技、创新这样名词，很多同学都会感觉自己距离它们很遥远，其实不然。在当今的大学时代，大学生实践能力不强、创新精神不足确实是当前人才培养质量最突出的问题，但是随着越来越多的人认识到这个问题的严重性，我们的大学正在努力地创造更好的条件和人才培养机制，来让大学生有更多的实践动手、接触社会的机会，以此来提高大学生的实践能力和创新能力，从而培养出更多的经济社会发展所需要的紧缺人才和拔尖创新人才。而作为80后、90后的年轻一代，我们只要正确的认识这个问题，去努力寻找锻炼自己科技创新能力的机会，那么科技、创新这样的名词就不会感觉遥远了，下面我把自己在博创两年多的经历拿出来，希望大家能够从中分享到点什么。

　在我看来，像创业计划大赛这类大型的注重创新精神培养方面的比赛是很锻炼人的，所以也希望在座的各位学弟，将来能够抓住参加这样的比赛的机会，去好好锻炼一下，即使将来你没有取得成绩，但是只要你坚持做下去的话，从过程中，你也会得到很多的。

　在大学时代，能够供我们选择的发展空间很多，比如说学生会、社团联合会、尤其是几乎涵盖大学生所有课余生活的众多社团，但是想在社团中锻炼自己的能力、体会到乐趣，我们不能仅仅只为了完成部长交给的任务，而是要真正参与到活动的组织策划中去。在上个学期末，学校组织的闪耀建大优秀大学生及其群体寻访中，博创科协成为学校仅有的五个获得追逐梦想之星称号的集体之一。
